Following its release in 2022, Chainsaw Man's merchandise was in abundance among anime fans. As the series went on, Makima's polarizing antagonist drew fans in with her mysterious motives and magnetic presence. As the series went on, Makima controlled virtually everything and everyone as she saw fit. Being the Control Devil, she has the power to control anyone below her.
Outside of Chainsaw Man, Makima wouldn't be able to control anyone due to their immense presence due to the absurdity of her control ability.
10 Sogiita Gunha (A Certain Magical Index)
A Certain Magical Index infamously describes Sogiita Gunha as having unexplainable physiology and powers, which is why Makima is unable to control him. His position as the seventh-ranked esper in the world is a result of researchers being unable to figure out his powers and strength. In spite of the fact that his rank poorly reflects his true strength, he can still nullify the strongest abilities in his series.
Makima was able to control Sogiita due to his strange body, but he would not obey her commands due to his abnormal resistance to mental attacks.
9 Eida (Boruto)
Boruto's Eida and Chainsaw Man's Makima would make an interesting interaction. Eida is an android with the power of omniscience. With her Senrigan eye, Eida can view any event, past or present, except those before her birth. In addition to being able to enchant anyone who sees her, she has a most infamous ability. Once they see her, almost no one is immune to her power.
The enchantment of Eida and Makima's control seem to work at first glance. Arguably, Eida can enchant Makima before Makima gets the chance to activate her control.
8 Death (Soul Eater)
Like Makima, Death is a living concept powered primarily by humanity. As the grim reaper, Death harvests souls for millennia and has the largest soul in the series. Even though she is a personification of control, the grim reaper represents death, something that is inevitable and far more feared than Makima's concept of control.
In a battle, Makima would probably win easily, but since Death represents a superior concept, Makima could not control the god of death.
7 Jibril (No Game No Life)
It is primarily about games and contests, but it also features powerful beings. A strong woman, Jibril, is centuries old and belongs to a race of winged warriors known as the "Flugel." Jibril's race was created to kill gods. Because of her wide variety of abilities, Jibril's strength eclipses most characters in No Game No Life.
Makima would have no choice but to worship Jibril because of her might instead of Chainsaw Man.
6 Yujiro Hanma (Baki)
Even the most experienced fighters can be shaken by Yujiro Hanma's dominant will. He is universally recognized as the strongest man in Baki history. Although the series features several powerful fighters, Yujiro's feats of strength make the others redundant. Only a few fighters can make him take a fight seriously, with his fists strong enough to stop earthquakes and his fighting spirit powerful enough to shake skyscrapers.
Yujiro's monstrous, abnormal will is far too strong for Makima to control.
5 Dracule Mihawk (One Piece)
With his sharp gaze and deadly sword, Mihawk has always been an intimidating figure in One Piece. Prior to the time skip, he was described as the strongest fighter in One Piece. On his miniature boat, he travels the deadliest seas in the new world, and no pirate dares disturb him because his reputation as a powerful swordsman precedes him.
While Mihawk's status is enough to fend off Makima's control, his presence and icy glare will undoubtedly cause her to twitch.
4 Escanor (The Seven Deadly Sins)
There aren't many characters who are as arrogant as Escanor. Befitting his moniker as the "Lion Sin of Pride," Escanor looks down on virtually everyone in The Seven Deadly Sins, barring his crush, Merlin. Even so, Escanor's boastful nature isn't just for show. His magical ability, Sunshine, allows him to gradually increase his power during the day.
Makima would be in an interesting situation, since Escanor would look down on her no matter the strength gap between them. His ridiculous magic would likely burn her to a crisp if she attempted to manipulate him.
3 Meruem (Hunter X Hunter)
Despite not being in Hunter x Hunter for long, Mereum made a massive impact that left a lasting impression. Mereum's power was unmatched in the series. Born as the king of the Chimera Ants, he initially tried to appease the people by treating humans like cattle. When he realized how important coexistence with humans is, he decided to do so.
Makima would likely be terrified of Meruem's malicious aura and monstrous physique. He is far more powerful than Chainsaw Man.
2 Rimuru Tempest (That Time I Got Reincarnated As A Slime)
As a slime in a new world, Rimuru Tempest's power gradually skyrocketed after he began to devour several powerful creatures and beings. Rimuru Tempest is a prime example of never judging a book by its cover. In the Tensura anime, Rimuru was already a formidable leader, but in the web novel he suddenly became even more dangerous.
The manipulation abilities of characters with more powerful abilities than Makima failed miserably when trying to control Rimuru. Therefore, she would fail as well.

Anos Voldigoad, the Demon King of Tyranny, is one of the most controversial anime protagonists ever introduced in The Misfit of Demon King Academy. With his various powers, Anos is able to defeat virtually anyone he comes across with the least amount of effort.
As Anos is immune to nearly all supernatural powers, he can't be defeated conventionally. If Makima attempted to brainwash him, he would instantly kill her.
